


Howard C. Liggett is the President and CEO of Distressed Real Estate Consulting Services, Inc. The Florida based company provides a broad range of real estate research and consulting expertise to institutional investors and high net worth individuals including bulk tax lien certificate purchases, tax deed and mortgage foreclosure acquisitions, brownfield reclamation and redevelopment projects, urban blight removal and affordable housing partnerships, as well as prepurchase due diligence for commercial, industrial and residential real estate properties. Mr. Liggett also serves as Executive Director for the National Tax Lien Association (NTLA). The NTLA is a 501(c)(6) business league which represents the political and business interests of institutional investors holding municipal and county tax lien certificates within their portfolio of alternative investments. Mr. Liggett has nearly 30 years of experience in the distressed property and tax lien/tax foreclosure investment field. For twenty-one years, he served as Tax Administrator for Escambia County (Pensacola), Florida, where he orchestrated the sale of over $300 million in tax lien certificates. In 2003, he was appointed by the Jeb Bush administration to serve on the Florida Department of Revenue Property Tax Administration Tax Force for his expertise in establishing public tax policy for state and local governments; tax assessment policy for public revenue officials such as property appraisers, tax collectors and state departments of revenue, and the process of tax appeal for commercial, residential, multifamily and vacant real estate. He holds a Bachelor of Arts degree from the University of West Florida and a Master of Science degree from Troy State University.
